The Emergency Evacuation Report Card is an initial evacuation capacity evaluation for the largest urban areas in the United States. It estimates the comparative capacity of highway systems both in capacity for exit from urban areas and the internal traffic circulation necessary to access the exit points. Further, the Emergency Evacuation Report Card provides information on planning for evacuation by households who do not have access to personal vehicles. Evacuation planning is new to US urban areas and, as a result, evacuation capacity can be expected to fall short of optimal levels.

The principal purpose of this report is to compare evacuation capacity among urban areas with the objective of encouraging consistent, quantitatively based and effective practices for evacuation planning. The analysis is based upon a requirement that the entire urban area be evacuated, which is certainly possible. It is also possible that evacuations will be limited to small zones within an urban area.
